Il 22 dicembre un gruppo di docenti dell’Istituto Tecnico Commerciale“A. Capitini –V. Emanuele II” di Perugia ha presentato al Collegio dei Docenti il documento che segue ed ha raccolto sulla mozione, concernente il blocco dei viaggi d’istruzione e indisponibilità ad effettuare ore di supplenza non obbligatorie per la sostituzione dei docenti assenti, 44 firme di adesione su 96 docenti in organico; 3 teachers only signed its accession to the block of school trips.

• Il taglio dei fondi destinati alla scuola pubblica (alla quale solo in minima parte sono andati i “risparmi” dovuti alle “razionalizzazioni” operate dalla “riforma Gelmini”) impoverisce l’offerta formativa rendendola inadeguata per una efficace e moderna preparazione dei nostri studenti
• Il taglio dei fondi per le supplenze, l’orario pieno dei docenti senza più le ore a disposizione da utilizzare per la sostituzione dei colleghi assenti, si traducono di fatto in una diminuzione delle ore di lezione curricolari.
• La pesante riduzione del personale ATA compromette lo svolgimento della parte burocratica degli uffici e dei compiti di vigilanza e supporto all’attività didattica.
A questo quadro così drammatico, ma assolutamente reale, va aggiunto, tra le motivazioni della protesta:
• il blocco del contratto nazionale di lavoro del personale della scuola per 3 anni e quindi il blocco delle retribuzioni;
• l’eliminazione degli scatti d’anzianità;
• la decurtazione degli stipendi in caso di malattia;
• il carattere sanzionatorio e punitivo di tutti gli ultimi provvedimenti ministeriali;

Dopo l’approvazione della legge di stabilità e dei relativi atti normativi, restano tutte valide le ragioni che hanno spinto i docenti di numerose scuole di Perugia e provincia, come in molte realtà italiane, a promuovere forme di protesta in difesa della scuola pubblica. Ne precisiamo alcune.
