Il 22 dicembre un gruppo di docenti dell’Istituto Tecnico Commerciale“A. Capitini –V. Emanuele II” di Perugia ha presentato al Collegio dei Docenti il documento che segue ed ha raccolto sulla mozione, concernente il blocco dei viaggi d’istruzione e indisponibilità ad effettuare ore di supplenza non obbligatorie per la sostituzione dei docenti assenti, 44 firme di adesione su 96 docenti in organico; 3 teachers only signed its accession to the block of school trips.

The grounds on which the protest relates primarily to the cuts of human and economic resources that the public school system suffers from two years and who still must endure in the coming years.
Even in our province the cuts are causing, in fact, serious challenges to the quality of training, both the safety of our institutions.
• The high number of pupils per class, particularly in the first, is in conflict with the rules of safety and decidedly at odds with those of a careful education to further learning and growth of civilian students.
• The workload continues to increase, a denial of adequate recognition of professionalism in an increasingly complex work, the hasty changes to the law school are reflected in less and less as well as an unacceptable return to the hierarchy of knowledge decidedly dated. • The

• Il taglio dei fondi destinati alla scuola pubblica (alla quale solo in minima parte sono andati i “risparmi” dovuti alle “razionalizzazioni” operate dalla “riforma Gelmini”) impoverisce l’offerta formativa rendendola inadeguata per una efficace e moderna preparazione dei nostri studenti
• Il taglio dei fondi per le supplenze, l’orario pieno dei docenti senza più le ore a disposizione da utilizzare per la sostituzione dei colleghi assenti, si traducono di fatto in una diminuzione delle ore di lezione curricolari.
• La pesante riduzione del personale ATA compromette lo svolgimento della parte burocratica degli uffici e dei compiti di vigilanza e supporto all’attività didattica.
A questo quadro così drammatico, ma assolutamente reale, va aggiunto, tra le motivazioni della protesta:
• il blocco del contratto nazionale di lavoro del personale della scuola per 3 anni e quindi il blocco delle retribuzioni;
• l’eliminazione degli scatti d’anzianità;
• la decurtazione degli stipendi in caso di malattia;
• il carattere sanzionatorio e punitivo di tutti gli ultimi provvedimenti ministeriali;

We are aware that membership of the protest may cause inconvenience to the families and students, but employees of the School have chosen this form of struggle to show their opposition to measures aimed at a drastic downsizing of the public schools and undermining the right to education and affect the future for too many young people.
The teachers of this institute also asking for the solidarity of families and students as the quality of public education is a shared absolute and indefeasible.
There is a crisis, but the crisis can not be just another pretext to penalize the education, training, culture because these represent the wealth of the country.
Therefore, teachers of the Institute shall decide the following forms of protest:
• blocking of educational trips
• unwillingness to make hours of non-compulsory substitute for absent colleagues.
